Hands. Depends on the dance you do. Some dances require you to put your right hand at the small of her back and to hold her left hand with yours. However, less formally, many girls put their arms around the guys neck and in that case, you can put both of your hands at her waist. Be respectful and don't have wandering hands.

Need to talk? No, but you can. It may be awkward dancing if you don't talk. That really depends on your relationship with the girl (aquantences, date, girlfriend...etc.).
